Step 1: Open your image in Photoshop and paste the texture on top as a new layer (image) *note: this texture, and other black and white textures like it, will work best on an image that has some darkness in it, such as the image I am using which contains a dark purple background. If the image is too light, you will not be able to see the texture very well.

Step 2: Set the texture layer to lighten or screen, whichever you think looks best on your image. You can adjust the opacity to fit your needs. (image)

Step 3 (optional): Go to edit -> Free Transform, and you will see boxes come up that you can drag to resize the texture. You can move the texture around and experiment with sizes, but I suggest not to make it any bigger, because that will result in the texture being kind of blurry. (image)

Step 4: Make sure you have the texture layer selected. Click on the eraser tool (which is on the toolbar and looks like an eraser.) Adjust the settings to however (I recommend a low hardness) and begin erasing parts of the texture layer that are in the way. (image 1) (image 2)

Viola! You’re done! Keep in mind that some textures use different settings in step 2, so if you use this with a texture besides the texture I used, you might have to set it to something different. If you have any questions, just ask! Also, I made this assuming you are using Photoshop.
