It’s actually a scratch texture. I used this one, but erased some of the horizontal lines so they wouldn’t be all over her face. If you go on Google Images and look up “scratch texture” they have a lot more. If you’re going for more of a sparkly look, you can do the same thing and look up “sparkle texture” or “sparkle brushes” :)
